What is the TN HOPE Scholarship?

CHARLESTON, WV On Inside West Virginia Politics, West Virginias Treasurer Riley Moore discusses the Hope Scholarship. According to Moore, the Hope Scholarship Program is an education savings account that allows parents to receive $4,600 per-pupil state funding already set aside for their childrens education onto an electronic, parent-controlled fund for educational expenses. Those expenses can include private school tuition, tutoring, credentialing, therapies, transportation and more.

This program can also allow parents to take students out of traditional schooling and use that money to help home-school them.

For years, the teachers unions in the state effectively fought and defeated bills for the program. They worry that its diverting public money from the public education system and will only hurt the public schools system by taking money away and putting it in the private school system. Moore says this money is from state funding, not federal funding. Teachers will not lose federal money in schools.

The money will follow the student, so theyre not going to have to continue to provide the educational services for that student, said Moore.

General Assembly Merit Scholarship

To be eligible, you must first complete the FAFSA.

You must also list UT as your first choice for the HOPE Scholarship on the Tennessee Student Assistance Corp. Portal to receive payment.

Finally, you must meet these requirements:

  • Entering freshmen must have a minimum of a 21 ACT , exclusive of the essay and optional subject area battery tests OR
  • Overall weighted minimum 3.0 grade point average This means a grade point average on a 4.0 scale calculated with additional internal quality points awarded for advanced placement, honors, or other similar courses according to the Uniform Grading Policy adopted by the State Board of Education.
  • Home School graduatesMinimum 21 ACT composite score on a single test date , exclusive of the essay and optional subject area battery tests or complete at least two dual enrollment classes while enrolled in the home school program totaling at least six semester hours and achieving a minimum 3.0 college GPA in each of the two dual enrollment courses and achieve a minimum 3.0 cumulative college GPA in all dual enrollment courses attempted.
  • GED ApplicantsMinimum 525 and 21 ACT , exclusive of the essay and optional subject area battery tests
  • If a student ceases to be eligible for HOPE, except for the General Assembly Merit Scholarship and the Tennessee HOPE Access Grant, the student may regain HOPE one time only.
  • ACT/SAT exams must be taken prior to the first day of college enrollment.

If I Get The Hope Scholarship How Long Will It Last

  • A student who uses Hope to transfer to a school within BCPS, matriculates to the next school level in the identified feeder pattern on the Hope Scholarship application. Reapplication to attend the next school year or to move up to the next level is not necessary.

  • A student who uses Hope to apply for a scholarship to a private school or transportation funding to another public school district, remains with their new school until high school graduation or until they return to the Broward County Public School District.

Regaining The Hope Scholarship

If you fail to meet the academic renewal requirements and lose the HOPE Scholarship, you can regain the award one time only by meeting the renewal criteria listed below. You cannot appeal to regain your HOPE Scholarship if your GPA falls below the renewal requirements. Once you have met the renewal requirements at a future benchmark, you must complete a HOPE and Institutional Scholarship Appeal form.

Students who received the General Assembly Merit Supplement are not eligible to regain the GAMS portion of the HOPE Scholarship when regaining the award after loss due to GPA.

To regain the HOPE Scholarship, you must maintain satisfactory academic progress and achieve a cumulative HOPE GPA of 2.75 after attempting 48 semester hours. After reaching the seventy-two-hour benchmark and beyond, you may regain the award in one of two ways:

How Many Students Will Be Eligible For The Scholarship

Eligibility is not merit-based. In order to be eligible for the program a child must be:

  • A resident of West Virginia
  • Currently enrolled in the public school system and have been enrolled for at least forty-five calendar days in an instructional period. Unless your child is going into kindergarten, then the enrollment requirement does not apply.

Your child may be eligible if you answer yes to the following questions:

  • Are you a resident of West Virginia?
  • Is your child be attending, full-time, a public elementary or high school in the state for the 2021/2022 school year?

What Are The Guidelines To Be Eligible For The Hope Scholarship

Beginning in the 2018-19 school year, a public school student who was a victim of bullying or violence within a public K-12 educational institution, any school-related or school-sponsored program or activity, riding on the school bus or waiting at the school bus stop may be eligible for a scholarship to attend an eligible private school. The Hope Scholarship allows parents the opportunity to transfer their child to another K-12 public school with available capacity within the school district, receive a scholarship to transport the student to a public school in another school district, or to request a scholarship for the student to enroll in and attend an eligible private school. Step Up For Students is administering the private school and transportation options for the Hope Scholarship.

Qualifying incidents include battery harassment hazing bullying kidnapping physical attack robbery sexual offenses, harassment, assault or battery threat or intimidation or fighting at school as defined by the Florida Department of Education in accordance with s. 1006.09.

How The Hope Scholarship Works

When Georgia state officials were trying to persuade the Dayton, Ohio-based NCR Corp. to move its headquarters down South, discussions revolved around tax breaks and infrastructure quality. But Georgia’s innovative HOPE Scholarship Program was also mentioned among the bargaining chips. Officials explained to the company “how would help them recruit and keep talent here,” said Heidi Green of the Georgia Department of Economic Development in an interview with the Atlanta Journal-Constitution . Their efforts paid off — in June 2009, the company made its move to Duluth, Ga.

It may be difficult to know exactly how big a role the HOPE Scholarship played in NCR’s relocation, or if it will deliver on officials’ promises. But the goals of the scholarship program go beyond just luring new business to the state. Former Georgia Gov. Zell Miller started the HOPE program in 1993 as part of the establishment of a state lottery. The idea was to dedicate part of the proceeds of the lottery to help students pay for college in the state. From the beginning, HOPE — which stands for Helping Outstanding Pupils Educationally — had three goals:

  • Improving education generally by rewarding achievement

    What Is The Hope Scholarship Program

    • The Hope Scholarship Program is a state of Florida school choice program.

    • Students who have reported a qualified incident that took place at a K-12 public school/event are eligible.

    • On August 6, 2021, the Florida legislature added COVID-19 Harassment as part of Emergency Rule 6AER21-02 for allegations or requests relating to, or as a result of, a school districts COVID-19 health protocols, including mask requirement.

    Pursuant to section 1002.40, Florida Statutes, school district personnel in Florida have a responsibility to notify families of the Hope Scholarship Program. Incidents reported may be investigated at the district level, however, there does not have to be substantiation on the part of the district in order to offer a transfer to another public school with capacity or the ability for the student to move to an eligible private school on scholarship. Districts are also obligated by law to adopt and review at least every three years a policy that among other provisions prohibits bullying and harassment of a student or employee of a public K-12 educational institution. This policy must be publicized in the code of student conduct required by all districts.

    Additionally, Section 1006.09, Florida Statutes, requires that principals submit accurate School Environmental Safety Incident Reporting system and discipline data to the state using the Automated Student Information System. Each school principal must ensure that standardized forms prescribed by rule of the State Board of Education are used to report data concerning school safety and discipline to the department. The school principal must develop a plan to verify the accuracy of reported incidents. Therefore, beginning in the 2020-21 school year, the Department will begin collecting data from schools and districts on the number of Hope Scholarship Notification Forms given to families to pursue education in private schools.

    Regaining Eligibility For The Hope Scholarship

    After a student has attempted 90 credits, he or she cannot be reevaluated. Students who lost the HOPE Scholarship at one of the checkpoints and now have a 3.0 at 60th or 90th check point are required to complete a HOPE Scholarship Institutional Application in addition to the FAFSA and/or GSFAPPS to be reviewed again for HOPE eligibility.

    Note: A student who has lost HOPE Scholarship Eligibility at two Checkpoints since fall semester 2011 cannot regain eligibility.

    How Is Hope Gpa Determined

    HOPE GPA is calculated using college credit hours earned after high school graduation. This includes transfer hours. HOPE GPA may be different than Dalton State GPA. The following grades are included in the HOPE GPA, but not in the Dalton State GPA: 1) Transfer hour grades and 2) grades received in College Prep Courses courses taken at Dalton State.     • Step 1 To begin the Hope Scholarship application process, a parent must contact the student’s school and report the alleged Hope eligible incident to the Principal/Administrator. The Principal will begin an investigation into the incident and complete it within 15 school days.

    • Step 2 Within 24 hours of the report, the parent will be mailed or provided the signed original Hope Scholarship Initial Notification Form. This form contains directions on how to apply for Hope. The parents next step is to determine if they would like to change schools.

    • To apply for transfer to another public school within BCPS, a parent will submit the completed Hope Scholarship Initial Notification Form to the Office of School Choice. The Office of School Choice will then provide the parent a link to an application. Note: The District does not provide public school Hope Scholarship Program students with transportation.

    • To apply for a private school scholarship or transportation funding to another public school district, parents will contact and submit the form to the nonprofit Scholarship Funding Organization Step Up for Students. The SFO is responsible for determining eligibility and awarding funding. The scholarship is awarded on a first-come, first-served basis and is contingent upon available funds.

    • Parents always have the option to apply to a Charter school. Charter schools manage their own application and registration processes and are to be contacted directly.

    The H.O.P.E. Scholarship Program is an education initiative in cooperation with the Lansing School District, the City of Lansing, Lansing Community College, Michigan State University, the Lansing Police Department, YMCA, and in cooperation with local businesses and private citizens.

    The H.O.P.E. Scholarship Program offers Lansing School district youth an opportunity for a college education and a brighter future. Students are initiated into the program as sixth graders. Students promise to graduate from a high school in the Lansing School District and live it the district’s boundaries in exchange for two years of free tuition at Lansing Community College. The students are chosen by their school based on their ability to utilize the program.

    The first cohort of H.O.P.E. Scholars started at Lansing Community College in the fall of 2007.

    Initial Academic Eligibility For The Hope Scholarship

    The HOPE Scholarship program requires students to meet academic eligibility requirements in addition to the basic requirements. The type of high school or home study program a student graduates from determines the evaluation process and the HOPE Scholarship eligibility requirements.

    Types of high schools for HOPE Scholarship

    An eligible high school or an accredited home study program is one which is accredited by at least one of the approved accrediting agencies listed below this is true even if the high school or home study program is located outside the state of Georgia or outside of the United States.

    A high school not accredited by one of the approved accrediting agencies as listed below is considered an ineligible high school.

    A home study program which is not accredited by one of the approved accrediting agencies as listed below is considered an unaccredited home study program.

    Gpa And Enrollment Requirements

    • Achieve a cumulative HOPE GPA of at least 3.0 OR
    • If your cumulative HOPE GPA is between 2.752.99 and your semester GPA is 3.0 or above in the semester in which you reach the 72, 96, 120 or 144-hour benchmark, then you may retain the award on a semester-to-semester provisional basis. Under these guidelines, you must maintain full-time enrollment to receive payment. However, your payment will be prorated based on Course Program of Study hours. Summer Provisional students are not required to be enrolled full-time. Students must, however, have a minimum of 6 CPOS hours to receive prorated payment.
    • Provisional students will be reviewed at the end of each semester for continued eligibility.

    Basic Hope And Zell Miller Scholarship Eligibility Requirements:

    • You must be a resident of Georgia.
    • You must be a citizen or eligible non-citizen to receive funding.
    • You must be in a degree seeking program.
    • You must be maintaining Satisfactory Academic Progress.
    • You must not be in default or owe repayment on any federal or state aid.
    • Male students must be registered for Selective Service if required.
    • You must be in compliance with the Georgia Drug-Free Postsecondary Education Act of 1990.

    Residency for the HOPE and Zell Miller Scholarships

    To meet residency requirements for the HOPE and Zell Miller Scholarships, you must be a resident of Georgia at the time of high school graduation. Students who are not Georgia residents when they graduate high school will not meet residency requirements for the HOPE and Zell Miller Scholarships until 24 months after they establish domicile in Georgia. If that date falls after the start of a semester, the student will not meet residency requirements for the scholarships until the following semester.
