Yes, a student who is not on track to complete an Associates degree in two consecutive years or Bachelors degree in four consecutive years can catch up on missing credits to become eligible for an Excelsior Scholarship. If you successfully earn additional credits during a term or an academic year and get back on track to completing your degree on time, you will be eligible to receive an Excelsior Scholarship for the remainder of your undergraduate degree program.

How Excelsior Awards Are Calculated

TAP, Pell and any other grants or scholarships not designated for non-tuition expenses are subtracted from the frozen tuition amount of SUNY $7,070 the amount remaining is your Excelsior Scholarship award up to a maximum of $5,500. Any remaining tuition liability will be covered by a tuition credit paid through SUNY.

Once I Receive The Scholarship Can I Lose It

A. For any student receiving the Excelsior Scholarship to continue to be eligible, he/she must continue to successfully complete 30 credits per year toward their degree program and must enroll for at least 12 credits per semester toward their degree program.

Students who do not successfully complete at least 30 credits per year can lose this scholarship.

However, the program has built-in flexibility that allows students to interrupt their scholarship benefits and re-enter the program in extenuating circumstances, including but not limited to the death of a family member, medical leave, military service, and parental leave.

Students considered disabled as defined by the Americans with Disabilities Act will not be subject to the 30-credit yearly requirement or the 12-credit semester requirement. These students may be part time but need to successfully complete all credits they enroll for.

What If I Fail To Complete The 30 Credit Requirement

If you fail to complete the 30 credits over a 365 day period, the Excelsior Scholarship will cover your first term however, you will be responsible for the tuition for your second term. Since you will no longer be on track to complete your degree on time, you will be ineligible for the scholarship in the future.

The Excelsior Scholarship will provide up to a students tuition charges each year. Award amounts will be reduced by the value of other grants and scholarships including, but not limited to:

  • federal grants and scholarships
  • NY state grants and scholarships
  • Other grants and scholarships that cover the cost of attendance, unless the award is exclusively for non-tuition expenses.

Excelsior Scholarship payments are made in the fall and spring semesters only. Students can receive no more than two years of funding for a two-year degree and four years of funding for a four-year degree. Students enrolled in an approved five-year program or in an opportunity program can receive no more than five years of funding .

Students who have already received a Bachelors Degree will not be eligible for an Excelsior Scholarship. Students with an Associates Degree may be eligible for an Excelsior Scholarship for a Bachelors Degree if all other requirements are met.

When Does The Scholarship Go Into Effect

The benefits of the program became available with the fall 2017 semester, and require that the student apply and be accepted for the program and meet all program criteria.     Income: As with the 2022-23 FAFSA and TAP application, Prior-Prior year 2021 adjusted gross income will be used.

    Application Process: The New York State Higher Education Services Corporation in Albany is developing an application vehicle for The Excelsior Scholarship. Students applying for this scholarship must complete the FAFSA and TAP applications.

    Verification of AGI: HESC will be verifying 2021 AGI through the NYS Tax and Finance Department.

    Application of Other Financial Aid Award Programs: Pell, TAP, and the SUNY Tuition Credit along with some Institutional scholarships must be applied first. The Excelsior Scholarship is a last dollar scholarship which means all federal, state, and institutional grants and scholarships will reduce the annual amount of the award.

    GPA and Earned Credits: According to HESC, recipients must earn a passing grade in their coursework to maintain the scholarship.

    Recipients must complete a total of 30 credit hours over the course of an academic year. In addition, students must be enrolled for a minimum of 12 credits per semester. Recipients may use intersessions and summer terms in accumulating the 30 credits within the academic year.

    New York State Stem Incentive Program

    The NYS STEM Incentive Program provides tuition awards to students who are New York state residents attending a university located in New York state. Recipients must be in the top 10 percent of students of their high school graduating class, pursue an approved STEM program and agree to live in NYS and work in a STEM field in NYS for five years after graduation .     How Does The Excelsior Scholarship Work

    • If all initial eligibility requirements are met, you’ll receive an Excelsior Scholarship award up to the cost of tuition, minus other grants and scholarships that can be applied towards tuition, including TAP/SUNY Tuition Credit award and/or the federal Pell Grant.
    • Your course selection will be periodically reviewed to verify Excelsior Scholarship eligibility. If we find you are not in compliance with the regulations, we notify you and ask you to make adjustments to your schedule during an open registration period.
    • If your Excelsior Scholarship award is not certified, you will be notified with the reason. You will also no longer receive credit on your bill for the Excelsior Scholarship, which will create an account balance.     Ny State Residency And Employment Requirements

    Recipients of the Excelsior Scholarship must sign a contract agreeing to live in New York State for a continuous number of years equal to the duration of the awards received and, if employed during this period, to be employed in New York State.

    • Failure to meet these requirements within six months of receipt of the final payment will convert all award funds received to a 10-year student loan without interest.
    • The requirements may be deferred in order for the student to complete undergraduate or graduate study, including medical residency, on at least a half-time basis.
    • Students who lose eligibility for the Excelsior Scholarship while still enrolled may count non-funded years of enrollment towards the years of required residency in the state.
    • The amount of funds converted to a loan may be prorated based on the length of time the student complied with the requirement.
