Why Focus On Low

Simply, low-income students have more to gain from a college degree.

Let’s say a student with a family income of $54,800 the Tennessee median household income, according to the U.S. Census Bureau goes to MTSU, earns a computer science degree and makes $70,000 three years after graduating.

Another student with a family income of $30,000 does the same thing.

Both students are in a better place after graduating college compared to where they started, but that jump is bigger for the student with less family income.

Focusing on economically disadvantaged students helps us figure out if Tennessees colleges are promoting upward economic mobility, which means graduates who need it most receive a relatively affordable education, get a well-paying job, and have a solid financial future.

“What I love about this is that it seeks to better define what higher education is supposed to be doing,” said Steven Gentile, the chief policy officer for the Tennessee Higher Education Commission.

So is it doing what it’s supposed to be doing?

Some of Tennessee’s colleges are serving more low-income students than others. Pell Grant recipients make up the majority of students at four out of Tennessee’s nine public colleges. The percentage of students who received a Pell grant at MTSU is 46%.

And the typical recipient is earning at least $12,000 more than an adult without any college.

Return Of Federal Funds

Refund calculations are performed to determine if financial aid funds will be returned to the Department of Education by Southwest or repaid by the student. If the student has received federal financial aid such as a Federal Pell Grant or Federal Supplemental Educational Opportunity Grant , the institution must calculate the amount of financial aid the student earned based on class attendance. Department of Education software is used to determine the amount of aid that a student was entitled to receive based on class attendance. The amount is then subtracted from the total financial aid disbursed. The unearned amount will be returned to the Department of Education.

The portion of the unearned amount that paid institutional charges is repaid by the institution. A percentage of the unearned amount that was disbursed to the student must be repaid by the student. Any amount returned by the institution will be charged to the students account as unpaid tuition.

Federal regulations require that repayment of Title IV financial aid funds be disbursed in the following order:

  • Federal Pell Grant
  • Federal Supplemental Educational Opportunity Grant
  • Tennessee Student Assistance Corporation Grant
  • Other state, private, or institutional aid
  • Examples of refund and repayment calculations are available upon request.
