Who Is Eligible?
Children, spouses and financial dependents of those who died as a direct result of the American Airlines Flight 587 crash on November 12, 2001 in Belle Harbor, Queens, New York.
Additionally, students must:
- Study at an approved postsecondary institution in New York State.
- Have graduated from high school in the United States, earned a high school equivalency diploma by passing a Test Assessing Secondary Completion formally known as a GED, or passed a federally approved Ability to Benefit test as defined by the Commissioner of the State Education Department.
- Be enrolled as a full-time student taking 12 or more credits per semester.
- Be matriculated in an approved program of study
- Be in good academic standing.
- Not be in default on any State or federal student loan or on any repayment of state awards.

Information About Tuition Assistance
The New York State Tuition Assistance Program helps eligible New York residents pay tuition at approved schools in New York State. Depending on the academic year in which you begin study, an annual TAP award can be up to $5,000. Because TAP is a grant, it does not have to be paid back.

- Be charged at least $200 tuition per year
- Not be in default on a student loan guaranteed by HESC or on any repayment of state awards.

New York is one of the few states to offer a grant program specifically directed at part-time students attending a post-secondary program. Other programs may also help part-time students, but the Aid for Part-Time Study program actually offers students who meet the requirements up to $1,500 per academic year. The New York Regents Health Care Opportunity Scholarship program is specifically for students who are studying the fields of medicine and dentistry. New York State: Flight 3407 And Flight 587 Memorial Scholarships
Designated specifically for children whose parents died in two tragic New York State plane crashes in 2001 and 2009, these two scholarships are fully renewable and cover the full cost of tuition at a public or private university in the Empire State. To qualify for this program, students whose parents were lost in either flight must submit their FAFSA as well as a supplemental form that documents the death of one or both parents in these accidents.

The Federal Supplemental Educational Opportunity Grant is awarded to undergraduate students in low-income settings who want to continue their education by attending graduate school. Priority is given to students who demonstrate the most need the United States Department of Education determines the financial need of students.
In order to determine need, the United States Department of Education looks at the students income and assets the students family household size and how many family members, not including parents, are currently attending a postsecondary educational institution.
