Getting A Hope Scholarship

Because the main purpose of the HOPE program is to encourage young people to achieve, a student has to maintain a grade point average of 3.0 or higher through high school to qualify. The average should be based on all courses attempted, even if dropped. However, grades for Advanced Placement and International Baccalaureate are weighted differently than those for standard courses .

The rules also allow for students who complete a HOPE-eligible home study program to win a scholarship with a 3.0 GPA. To be HOPE-eligible, the program must be accredited by the Georgia Accrediting Commission or a similar agency. If the student’s high school or home study program doesn’t meet these requirements, he or she still can win a HOPE Scholarship by scoring in the 85th percentile or higher on the SAT or ACT tests or by maintaining a 3.0 GPA in college .

Even after making the grades, to receive a HOPE Scholarship, a student also must attend an in-state college or university. In Georgia, this means a public school like Georgia State University or a private institution like Emory University in Atlanta.

Impact Of The Hope Scholarship

In general, the HOPE program seems to have fulfilled all of the goals set for it in 1993. But it has also raised some controversy, and a debate that still goes on.

Proponents of the program point to a 2006 study by the Journal of Labor Economics, which noted that SAT scores across Georgia had gone up by 40 points since the HOPE Scholarship program began. Also, there was a 70 percent increase in the enrollment in black students at Georgia colleges and universities between HOPE’s inception and 2006 .

Additionally, some believe the HOPE program has helped to attract more students to Georgia colleges and retain them once they’re there. This particularly may have been true during the down economy the U.S. has experienced in recent years. Applications to transfer to Georgia Tech rose 28 percent in 2009 from the year before . Georgia colleges and universities have seen some other benefits, as well. For example, the national rankings of the University of Georgia have risen significantly since the HOPE program began .

An article in the National Tax Journal asserted that the HOPE program actually taxes the poor to pay for the rich . The logic behind this argument is that poor and minority populations play the lottery more than other groups, and therefore contribute more to the HOPE funds — but their children receive fewer HOPE Scholarships because they are less likely to attend college.

State Grants Scholarships And Loan Financial Aid Programs

The state of Georgia provides state and lottery-funded grants and scholarships to support educational goals of its residents. To qualify for state financial aid programs, the student must be an U.S. citizen or eligible non- citizen and a legal resident of Georgia. In general, a Georgia resident must have maintained a domicile in the state for at least 12 consecutive months immediately prior to the first day of classes of the school term for which the student is seeking assistance from one or more state programs and graduated from a Georgia high school. Other eligibility requirements may apply for each state program.

Helping Outstanding Pupils Educationally is a program for Georgia residents that provides students with financial assistance in degree, diploma and certificate programs. HOPE is administered in accordance with Georgia Student Finance Commission regulations.

HOPE Grant is a state grant funded by the Georgia lottery. The HOPE Grant is available to Georgia residents pursuing a certificate or diploma at an eligible Technical College System of Georgia . The HOPE Grant covers a portion of assessed tuition on a per credit hour basis. Students must maintain a 2.0 grade point average at the 30 and 60 paid-hour checkpoints in order to maintain eligibility.

Dual Enrollment is a grant for students at eligible high schools that wish to take college level coursework for credit towards both high school and college graduation requirements.

How The Hope Scholarship Works

When Georgia state officials were trying to persuade the Dayton, Ohio-based NCR Corp. to move its headquarters down South, discussions revolved around tax breaks and infrastructure quality. But Georgia’s innovative HOPE Scholarship Program was also mentioned among the bargaining chips. Officials explained to the company “how would help them recruit and keep talent here,” said Heidi Green of the Georgia Department of Economic Development in an interview with the Atlanta Journal-Constitution . Their efforts paid off — in June 2009, the company made its move to Duluth, Ga.

It may be difficult to know exactly how big a role the HOPE Scholarship played in NCR’s relocation, or if it will deliver on officials’ promises. But the goals of the scholarship program go beyond just luring new business to the state. Former Georgia Gov. Zell Miller started the HOPE program in 1993 as part of the establishment of a state lottery. The idea was to dedicate part of the proceeds of the lottery to help students pay for college in the state. From the beginning, HOPE — which stands for Helping Outstanding Pupils Educationally — had three goals:

    To be eligible for the HOPE Scholarship, you must meet the following requirements:

    • Must meet Basic Eligibility Requirements

    • Must be a final HOPE Scholar if less than 30 attempted hours. This means your GPA is an eligible GPA for the HOPE scholarship.
    • Must have at least a 3.0 HOPE GPA, which includes all college level coursework attempted since high school and from any institution attended.
  • Must not have reached your expiration of eligibility date. When you receive your first HOPE scholarship payment, GSFC will determine your eligibility limit.
  • Must have attempted less than 127 hours.

    Helping Outstanding Pupils Educationally Scholarship

    The HOPE Scholarship is a state-funded program awarded to students enrolled in a degree program. The Scholarship pays for 76% of the tuition costs up until:

    • The student has received payment totaling 127 semester hours from any combination of HOPE Scholarship, Zell Miller Scholarship, HOPE Grant, and/or Accel program funds or
    • The student has attempted 127 semester hours of college degree credit regardless of whether or not HOPE funds were received while attempting the hours or
    • The student has earned a bachelor’s degree, regardless of whether or not HOPE funds were received while earning the degree or
    • The student has reached the Seven Year Expiration of Eligibility date.* Students who received the HOPE Scholarship at least once prior to the Summer term of 2011 will have an expiration date of June 30th, 2015. * Students who have not received a HOPE Scholarship payment prior to Summer term 2011, and meet all other eligibility requirements for HOPE Scholarship, may receive the HOPE Scholarship until whichever of the following occurs first:
    • Seven years after the students high school graduation date or

    Keeping Your Hope Alive

    HOPE eligibility is reviewed at the end of every Spring semester and at the end of the semester in which 30, 60, or 90 semester hours have been attempted. Attempted hours refers to all hours attempted in a degree program at a postsecondary institution after high school graduation, including classes which you may have withdrawn from or failed. A student who has previously lost the HOPE scholarship may regain it once at 30, 60 or 90 hours. HOPE may not be regained at the Spring semester checkpoint, unless that coincides with a 30, 60 or 90 hour checkpoint. Also, there is an attempted hours cap on the length of HOPE scholarship payment . The deadline to receive HOPE for the current year is the last day of class for the semester for which you are applying.

    STEM course GPA Boost:Beginning with the 2017-2018 academic year, the cumulative HOPE/Zell Miller grade point average calculated will include weighted grades for specific science, technology, engineering and mathematics college courses.     The Public Safety Memorial Grant is available to the son or daughter of any Georgia law enforcement officer, fire fighter, EMT, corrections officer or prison guard who was permanently disabled or killed in the line of duty. This program is funded by the Georgia Lottery for Education and covers the Cost of Attendance at a Georgia public post-secondary institution, minus other gift aid received.     When applying for financial aid at any college or university, the amount of money you receive from some programs may be affected by other programs. This is true for the Hope Scholarship. The amount of tuition and other fees covered by the Hope Scholarship is reduced by other aid received. This includes money from a Pell Grant. If a students Pell Grant is greater than or equal to the amount of tuition and fees, the student is not eligible for a Hope Scholarship tax credit. You can receive a tax credit in the amount of the difference between a Pell Grant if the grant does not cover all of your expenses.

    Who May Be Eligible For Pell Grants

    The Federal Pell Grant is usually awarded to undergraduates who have a high degree of unmet financial need. Students whose families have a total income of up to $50,000 may be eligible for the need-based funding, though most Pell grant money goes to students with a total family income below $20,000. The U.S. Department of Education uses a standard formula, established by Congress, to evaluate the information you report when you apply for the FAFSA.     Georgia’s HOPE GED Grant is available to students who earned a General Education Development diploma awarded by the Technical College System of Georgia after June 30, 1993.

    The grant provides a one-time $500 HOPE award that can be used towards tuition, books or other educational costs at an eligible postsecondary institution. Full-time enrollment is not required. Students must use their HOPE GED Grant award within 24 months of the date of their GED diploma

    Georgia Zell Miller Scholarship

    Can You Get A Pell Grant And Student Loan

    You may be eligible to receive the Zell Miller Scholarship if you fall into one of two categories:

  • You graduated from an eligible high school, earned a grade point average of 3.7 or higher, and received a minimum score of 1200 on the SAT or 26 on the ACT.
  • You graduated from an eligible high school as the class valedictorian or salutatorian.
  • Zell Miller Scholarship award amounts are determined annually by state appropriations. For the 2022-2023 academic year, full-time recipients were awarded $5,954 half-time recipients were awarded $1,489.

    There are two ways to apply for the Zell Miller Scholarship. To be considered for this scholarship in addition to other sources of federal and state aid, all you need to do is complete the FAFSA.
