School Choice Program For Students With Exceptionalities

Students with disabilities in some school districts may be eligible for the School Choice Program, which provides families with tuition assistance to attend eligible participating schools that offer special needs programs. Students wishing to attend a nonpublic school in parishes with a population of 190,000 or more are eligible for this program, which includes Caddo, Calcasieu, East Baton Rouge, Jefferson, Lafayette, Orleans and St.Tammany. Participating private schools must be eligible to receive state funding. Tuition assistance is 50% of the state per pupil funding for the student’s school district and cannot exceed the cost of the private school tuition. Louisiana Scholarship Program Evaluation

This study examines the effects of the Louisiana Scholarship Program on the student achievement of both participating and non-participating students as well as the programs impact on key non-cognitive outcomes. The LSP is a statewide program, available to students with modest family incomes who attend a public school graded C or lower by the state accountability system, launched in the fall of 2012. Because the program was oversubscribed, placements in participating private schools were determined by a single lottery, providing the foundation for this first-ever analysis of the participant effects of a statewide school voucher program using gold standard experimental methods. We take advantage of the sharp cutoff between low B schools, whose students are not eligible for school choice, and high C schools, whose students are, to examine the competitive effects of the LSP on student achievement in affected public schools. We also use student enrollment and demographic data from 2012 and 2013 to determine the effect of the school choice program on the racial integration of the public schools that lose students and the private schools that gain students through the initiative. The evaluation will run from 2013 through 2019.

What Will The Program Cost Me

The program is free to all qualifying students. For nonpublic schools, the Louisiana Scholarship Program will cover the full amount of a schools tuition and required fees, up to the maximum state allocation per student. However, we encourage you to reach out to schools of interest to see what services are included. Public schools will receive the full value of the maximum state allocation. Funds will be paid directly to the school on behalf of the student. Uniforms and any optional fees, including field trips and lunch will be your responsibility.

How To Prove Eligibility


If the parent participates in any one of the programs below, the parent can bring evidence that they participate in the program. The following documents are accepted for INCOME verification:

If the parent does not participate in any of the programs listed above, the parent will need to bring proof of income for every income-earning member of their household.

What If My Child Is Entering A Grade Their Current School Does Not Serve

You must submit a new application and list choices that serve the appropriate grade, but you are not required to resubmit eligibility documentation. Students in terminal grades receive preference in the lottery but are not guaranteed a placement. If you do not submit an application, your child will not receive a placement for next year.

    BATON ROUGE, LA – The rush is on to apply for the State’s new school voucher program. It is an opportunity for parents to place their children into a school that is not failing, but the spaces in the schools are limited.

    In the State of Louisiana, more than 5,000 students can apply for the new taxpayer funded voucher’s that pays for private and parochial schools. The Department of Education was swamped by phone calls starting at 7 o’clock Tuesday morning.

    “We’ve answered several hundred phone calls,” said Rene’ Greer a spokesperson for the Department. “There’s a lot of interest from families already. We have been working through the process even before the legislation was signed into law.”

    Teachers Unions are skeptical saying there is a chance that parents who would not normally apply for a voucher, would. “Parents who currently have their kids enrolled in private schools, if the private school they attend chooses to take vouchers, they could certainly take their child, enroll them at a qualifying school get a voucher and go right back to the school they came from,” said Mary-Patricia Wray of the Louisiana Federation of Teachers.

    Greer says they have already thought of those issues and vows it won’t happen in Louisiana. The program applications process will last six weeks and the selection process is not time sensitive meaning you can sign up at any time without preference to who is first.

    Since 2007, the Baton Rouge Area Foundation has managed the Stephen W. Cavanaugh Scholarship Fund to honor the late CEO of the Louisiana Workers Compensation Corporation.
