What Is The Fraternal Excellence Program

The Fraternal Excellence Program is an effort by the University of Houston Fraternity and Sorority Community to integrate the core principles of fraternity/sorority membership into our campusbased awards and assessment program. This initiative was a response to a joint effort from college and university presidents and the national governing councils to advocate for an assessment process that would unify the goals and values of all fraternities and sororities as identified in A Call for Values Congruence . These core values represent not only the learning goals of the chapters and each individual member but also of the university and its commitment to providing meaningful experiences outside the classroom.

Fraternities are known for many things, but apart from the college parties and the lifetime of camaraderie, one of their most key characteristics is being well-endowed with funding. Ever since 1956, Greek organizations have understood that a tax-exempt IRC § 501 educational fraternity foundation could award scholarships to members of its related fraternity without jeopardizing its tax-exempt status as an educational foundation. That long-standing understanding is grounded in a 1956 Revenue Ruling from the IRS which determined that simply because a fraternity foundation awarded scholarships only to members of a specific fraternity, that foundation would not be precluded from tax exemption under IRC § 501. Rev. Rul. 56-403. The IRS shook that understanding in a recent Private Letter Ruling denying exemption to a local fraternity foundation formed to award scholarships to members of the local chapter of that fraternity. PLR 201017067. However, upon critical examination, this recent IRS ruling does not change the legal framework within which foundations comfortably grant scholarships. Rather, the ruling enunciated in the recent PLR demonstrates the care foundations must take in designing scholarship programs. The facts underlying both the 1956 Revenue Ruling and the 2010 PLR are instructive to proper construction of a fraternity scholarship program.

    1) The foundation was formed with a mission beyond granting scholarships and

    2) While the potential benefited class was known generally, the actual scholarship recipients were unknown at the time of the award.

Phi Delta Theta Foundation Recognized For First

Indianapolis, Indiana The Foundation for Fraternal Excellence has named the Phi Delta Theta Foundations first-generation college student scholarship for new members the Best New Development Idea for 2022. The award was presented at the annual FFE Seminar on August 30, 2022. The FFE exists to support organizations and individuals invested in developing the next generation of fraternity and sorority leaders.

The first-generation student scholarship initiative was launched for the 2021-2022 academic year as a new member program. The goals of the initiative were to directly impact the financial hardship of first-generation college students, indirectly lowering the economic burden of membership into Phi Delta Theta, and assisting Phi Delta Theta chapters in becoming more representative on its campuses. The Phi Delta Theta Foundations Board of Trustees initially approved a four-year annual investment of $250,000 in the program, and the Foundations staff continues its work with donors to secure long-term funding.

The comprehensive effort of the Fraternity and Foundation will accomplish two important objectives: first, to ensure greater and equitable access to an experience that allows individuals to enhance their personal trajectory through best-in-class leadership programming, mentorship, and community. Second, to broaden the perspective of its members to achieve success in an increasingly diverse and inclusive world.

    How Does This Process Work

It is both an assessment and awards process. The Fraternal Excellence Program is designed to allow chapters to critically think about their successes and challenges in direct cooperation with the core values of their organization. Specifically, through narrative responses and character interviews, chapters can assess their organization and evaluate progress specifically how well the chapter is meeting its organizational goals and stated purpose. It is an awards process because the fraternity/sorority community leaders seek to recognize chapters for their progress in each of the areas.

Participants should view this as a process through which the activities, mission, goals, and objectives of the chapter are clarified, and any necessary improvements implemented. This feedback is important as it addresses the purpose of the initiative, i.e. to assist chapters to improve their goals and integrate core values. Please see additional pages for the specific recognition areas and expectations of what should be done throughout the process.

The Foundation for Fraternal Excellence and the North American Interfraternity Conference are excited to announce the recipients of the inaugural Mens College Scholarship designed to identify and reward outstanding high school seniors who have demonstrated an ability to excel in the fields of academics, extra-curricular school activities and community involvement.

Men are going to college with less frequency than in the past, and not persisting to graduation at the same rates as women. According to The Wall Street Journal, at the close of the 2020-21 academic year, women made up 59.5% of college students, an all-time high, and men 40.5%, according to enrollment data from the National Student Clearinghouse, a nonprofit research group. U.S. colleges and universities had 1.5 million fewer students compared with five years ago, and men accounted for 71% of the decline.

To counter this trend, a diverse group of fraternity alumni founded the Mens College Scholarship Program to inspire college attendance and academic success by young men. A college education is important and opens many opportunities to students including the many potential benefits of fraternity membership. In fact, recent research has proven fraternities are more relevant than ever before and foster success in college and beyond.
