IUP Cybersecurity Workshop: Introduction by Dr. Waleed Farag

The Department of Defense Cybersecurity Scholarship Program provides accredited National Centers of Academic Excellence in Cybersecurity the opportunity to identify talented, high-achieving students with interest in cyber careers and submit scholarship applications on their behalf. This scholarship program is one of the most competitive and prestigious in the nation that helps enhance the DoDs ability to recruit and retain cyber specialists to strengthen the nations cyber posture.

Applications are being accepted now for the 2022-2023 academic year. Please read all the requirements and application process below and apply before the deadline.

Award Criteria And Information

This scholarship is competitive and will only be awarded dependent upon grant funding. Applicants will participate in a local review process. Candidates will be scored by the local review board and submitted for consideration by the DoD and their appointed review board. This solicitation is for the 2022-2023 academic year only. While subsequent years may be awarded, future awards are not guaranteed. However, students currently in the DoD CySP program will receive priority the following year.

An opportunity also exists for scholarship payback through military service. Individuals choosing to enlist or accept a commission to serve on active duty in one of the Military Services shall incur a service obligation of a minimum of 4 years on active duty in that Service upon graduation. The Military Services may establish a service obligation longer than 4 years, depending on the occupational specialty and type of enlistment or commissioning program selected.

Except for small achievement awards, not to exceed $6,000 in any academic year, a student may not accept simultaneous remuneration from another scholarship or fellowship. Graduate programs may include a reasonable amount of teaching or similar activities that are, in Tennessee Tech’s opinion, contributory to the students academic progress however, the development of students, not service to Tennessee Tech, will govern the assignment of these activities.

To Be Eligible For The Dod Cyber Security Scholarship You Must:

Be 18 years of age or older

Be a citizen of the United States at the time of application to the DoD Cyber Scholarship program. Note, if family members are not U.S. Citizens, some DoD Agencies may be unable to process the applicant to the security clearance level required. Every effort will be made to assign eligible students to an Agency without such restrictions.

Be enrolled as a full-time student at NYU Tandon or NYU Courant.

Have completed at a minimum the first two years of an undergraduate degree program and be eligible to begin either the third or fourth year of an undergraduate degree program begin the first or second year of a Masters degree program or pursue doctoral studies

Be pursuing a course of study and/or have a declared major in one of the scientific, technical, or managerial disciplines related to cybersecurity or with a concentration in cybersecurity. For degree and field of study eligibility, please check the DoD CySP website.

Dod Iasp Scholarship Application Requirements & Eligibility

Requirements & Eligibility:

  • You are a citizen of the United States at the time of application.
  • You are 18 years of age or older.
  • Your present GPA is 3.2/4.0 – undergraduate 3.5/4.0 – graduate.
  • You have completed the first two years of an undergraduate degree program and be eligible to begin either the third or fourth year of an undergraduate degree program, or by August 2018 you will begin the first or second year of a Master’s degree program. Online programs included. Undergraduates must attend full-time.
  • You are pursuing a course of study at UW-Stout and have a declared major in one of the scientific, technical, or managerial disciplines related to cybersecurity or a concentration in cybersecurity .
  • You agree to one year of service to the DoD, upon graduation, for each year of scholarship.
  • You agree to accept internships arranged by the DoD to occur during the summer or other breaks between school terms.

Understanding of obligations if you accept the scholarship:

  • Sign a written agreement obligating you to work for the Department of Defense as a civilian employee for one calendar year for each year of scholarship assistance.
  • Serve in internship positions, if timing permits, with DoD organizations during the time you are receiving scholarship support.
  • Agree to a security/background investigation . Drug tests or other suitability processing will occur as appropriate.

    Eligibility For Scholarship And Appointment

    To be eligible for the CySP opportunity you must meet all of the following minimum requirements:

    • You must be 18 years of age or older.
    • You must be a citizen of the United States or a permanent resident admitted to the U.S. for permanent residence prior to the time of application.
    • You must be enrolled in one of the identified CAE-C colleges or universities listed in the announcement, or enrolled at an institution selected by a CAE-C as a collaborative partner for these purposes.

    The purposes of the DoD Cybersecurity Scholarship Program are to recruit and retain well-qualified personnel for work in the vital cybersecurity field and to cultivate continuing capacity for cybersecurity workforce development at select institutions of higher learning throughout the United States. As directed by the Secretary of Defense, the DoD CIO has delegated authority and responsibility to establish scholarship and institutional grant programs to achieve these purposes, including the authority to conduct civilian employee recruitment for these purposes. This program is executed by the National Information Assurance Education and Training Program of the National Security Agency on behalf of the DoD.

    Appointment And Hiring Authorities

    Chapter 112, Title 10, United States Code anticipates that recipients of scholarships will participate in experiential learning assignments at the DoD Components and Agencies while completing their academic degree programs. There are a variety of hiring authorities across DoD and the determination will be made by those Agencies in conjunction with the DoD CySP Program Office.

    DoD Cyber Scholars will be appointed at those General Schedule grade levels for which they are qualified and selected by DoD component officials. Since the Area of Consideration for scholarship applicants includes second-year community college, rising junior and senior year undergraduates, master’s and doctoral degree candidates, and graduate/doctoral certificate program students, it is anticipated that applicants will meet minimum qualification standards for Student Trainee appointments at GS-0099-7, GS-0099-9 and GS-0099-11. The Military Departments and DoD Components that select and appoint students will decide at what grade levels successful Cyber Scholars will be appointed in light of any applicable component-unique factors such as the target occupations or full-performance position levels for the candidates.     The Dod Cyber Scholarship

    IUP CySP Informational Session for 202223 Cycle

    The CySP is authorized by Chapter 112 of U.S.C., Section 2200, designed to encourage the recruitment of the nations top cyber talent and the retention of DoD personnel who have skills necessary to meet DoDs cyber requirements and help secure our nation against threats of information systems and networks. Provide scholarships to students in pursuit of cyber-related degree at National Centers of Academic Excellence in Cyber Education: Cyber Defense , Cyber Defense Research or Cyber Operations .

    This program is a nationally competitive scholarship. Students selected as Cyber Scholars will receive:

    • the full cost of tuition,
    • required fees , and
    • a stipend to cover room and board.
    • The stipend levels are $27,000 for undergraduate students and $32,000 for graduate students. Awards will be made via a grant to the CAE-C.

    Deadline For 2021 Applications: Approximately Feb 15 2021

    The Georgia Southern University Center for Applied Cyber Education will be accepting applications for the 2021-2022 Department of Defense Cybersecurity Scholarship Program starting in late January, 2021.

    The DoD estimates awarding scholarships for a period of one year to designated CAEs . This is one of the most important benefits of Georgia Southerns designation as a National Security Agency Center of Academic Excellence in Cyber Defense Education . Only students attending an NSA-CAE can receive this scholarship.

    Students selected as Cyber Scholars will receive the full cost of tuition, books , required fees , and a stipend to cover room and board. $25,000 for undergraduate students and $30,000 for graduate students. Awards will be made via a grant to the CAE . Selecting agencies will also provide sponsors who will maintain contact with the student during the scholarship period, and who will facilitate the students entry into internships, if applicable, and eventually into DoD employment. Contingent on adequate funding appropriations, returning students will be required to re-apply each year by submitting the entire student application, one copy of their official transcripts, reflecting maintenance of the required grade point average and an endorsement/ recommendation letter from the Principal Investigator.

    Dod Cyber Security Scholarship Program

    The Department of Defense Cybersecurity Scholarship Program is a nationwide program with the goal of increasing the number of qualified students entering the fields of cybersecurity, computer science, information assurance, and information technology at the Department of Defense through a scholarship for service program. These students will help secure the nation against threats of increasing attacks against our nations infrastructure and secure our country against threats.

    Description Of Scholarship And Employment Opportunity

    Department of Defense Cyber Scholarship Program (CySP)

    Chapter 112, Title 10, United States Code authorizes the DoD CySP. The purposes of the program are to recruit and retain well-qualified cyber personnel to cultivate continuing capacity for cyber workforce development at select institutions of higher learning throughout the United States. As directed by the Secretary of Defense, the DoD CIO has delegated authority and responsibility to establish scholarship and institutional grant programs to achieve these purposes, including the authority to conduct civilian employee recruitment for these purposes. This program is executed by the National Security Agency on behalf of the DoD.

    Rising community college, junior and senior undergraduates, master’s and doctoral candidates, who are U.S. citizens and are at least 18 years of age are eligible for consideration for the program. Students in the second year of a two-year degree program, who are continuing to a partner university to pursue a bachelor’s degree are eligible to apply. Students selected as Cyber Scholars will receive the full cost of tuition, books , required fees , and a stipend to cover room and board. The stipend levels are $22,000 for community college students, $27,000 for undergraduate students and $32,000 for graduate students. Awards will be made via a grant to the NCAE-C. Disabled students may receive additional allowances. There are no allowances for dependents.

    Cybersecurity And Cyber Defense: Secure Software Development Certificate

    The Cybersecurity and Cyber Defense: Secure Software Development Certificate will provide you with a deeper understanding of cybersecurity and cyber defense expertiseone of the most urgent issues in our global society. Upon completion of the certificate program you will be able to:

    • Develop secure software .
    • Apply formal security policy models to real-world scenarios.
    • Understand the vulnerabilities inherent in different programming languages.
    • Examine vulnerabilities introduced through the use of libraries and how to mitigate those vulnerabilities.
    • Apply security design principles.
    • Apply their knowledge to perform security analysis, using common tools, against previously unknown software components.
    • Find/identify vulnerabilities, determine the cause of vulnerability, and mitigate the effect on an operational system.

    The certificate program consists of the courses from B.S. Computer Networking and Information Technology, B.S. Computer Science and B.S. Information and Communication Technologies.

    This certificate is part of a new concentration in Cybersecurity and Secure Software Development within the B.S. Computer Science program. The concentration is designed to meet a proposed new pathway for student certification through the National Centers of Academic Excellence in Cyber Defense.

    Student Selection And Award Notification

    The Metropolitan State review committee will initially screen all applicants. These applicants will be scored based on their application packages and submitted for consideration to the DoD review board. The DoD participating agencies will review the submitted applications and select candidates based on their respective agencys mission needs and goals. DoD makes the final determination for all scholarship awards and relays the information back to Metropolitan State, who will notify the students within a MayJune 2022 timeframe.

    Project Meetings And Documents

    Waleed Farag, the project director, along with the Co-Principal Investigator and all student scholarship recipients are holding regular meetings throughout the academic year 2021-22. In these meetings, we discuss progress, address, and resolve any concerns or challenges that any of the awardees may face, and ensure success in completing their degrees and compliance with the terms and conditions for the DoD scholarship award.

    DoD National Cybersecurity Awareness Month PSA

    Because it has been a successful recruitment and retention program, the DoD CySP is an annual program offered by the DoD. For example applications for the 2022-2023 program were due February 1, 2022. Please contact the Director of the Center for Cyber Security Awareness and Cyber Defense for information about the application cycle. The DoD program hosts an application information web site and an application web site for the program. We provide information about the application process and the program for your consideration in the future.

    Applicants should review all application instructions and materials carefully. Pay close attention to the mandatory conditions of financial assistance and employment.     Cappos: Ddos Attacks On Us Airports Are A Reminder Of Hacktivist Capabilities

    On October 10, 2022, websites at a number of airports around the U.S. simultaneously suffered denial-of-service attacks at the hands of the Russian hacktivist group Killnet. Major airports, such as LaGuardia, Orlando International, LAX, OHare and Midway, and Atlantas Hartsfield-Jackson, saw their websites go down, though operations were not directly impacted.

    In an interview broadcast the following day on Fox 5, New York Citys local affiliate, Dr. Justin Cappos, associate professor of computer science and engineering at NYU Tandon School of Engineering suggested the attackers could have been just trying to get some attention. He points out that, Russia, so far with everything thats been happening with sanctions in Ukraine, has actually done surprisingly little in terms of cyber attacks on its normal targets. So, the airport hacks could have been just a way saying, Hey, you know, we still have some capabilities here and some of these groups that are affiliated with us, but maybe not directly under control of the Kremlin, are a little bit off the leash.

    National Security Agency Names Csu A Center Of Academic Excellence In Cyber Defense

    CSU faculty members received the NSA designation during a ceremony in September.

    Colorado State University has been named a Center of Academic Excellence in Cyber Defense by the United States National Security Agency. The agency awards such designations to institutions that commit to producing cybersecurity professionals that will reduce vulnerabilities in our national infrastructure.

    CSUs designation is awarded through the 2027 academic year and allows the University to compete for grants like the Department of Defense Cybersecurity Scholarship Program and the National Science Foundations Scholarship for Service program.

    According to the NSA, the Center of Academic Excellence in Cyber Defense designation indicates that your institution is helping reduce threats to our national infrastructure by promoting higher education and research in cyber defense as well as provide the nation with a pipeline of qualified cybersecurity professionals.

    The designation came about through efforts by faculty across several departments and colleges, notably the College of Business Department of Computer Information Systems and the College of Natural Sciences Department of Computer Science.

    The designation makes CSU eligible for new opportunities, said Indrakshi Ray, professor in the Department of Computer Science. We would like to make CSU the premier institute for research, education and outreach for cybersecurity.
